Biggest Moments in California Political History

1849 – The State Legislature met for the first time (December 15th)

1853 – Redistricting brought the number of Assemblymembers to 80 (there were still just 34 State Senators)

1862 – The number of State Senators finally reached 40 (where it has remained since). The number of Assemblymembers remained 80.
Dueling.

1878 – New Constitution is written and approved by voters.

1881 – The State Senate and Assembly begin publishing a “Final History” document to make it easier to find the history of specific legislation.

1900s – Expulsion of four state senators.

1910s – Progressive Era.

1920s –

1935 – Paul Mason of the Secretary of the Senate’s staff compiles his Manual of Legislative Procedure.

1940s – Bad relationship between Gov Culbert Olson and Assembly Speaker Garland.

1958 – End of Cross Filing

1966 – Fulltime legislature.

1970s – Arrival of Jerry Brown (California’s longest-serving Governor ever).

1980s – Smallest freshman class ever (4 new members)

1990s – Term Limits begins in 1990. Speakership fight in 1994/1995.

2000 – Recall of Gov Gray Davis

2010 – Term Limits and Top Two Primary

2020 – The first ever remote participation in sessions by legislators during COVID Pandemic.
